Ramaphosa Authorises R1 Billion SANDF Deployment in Mozambique, DRC, and Maritime Security Operations

President Cyril Ramaphosa has announced the extension of the South African National Defence Force’s (SANDF) deployment across key missions in Mozambique, the Democratic Republic of Congo (DRC), and in support of the Southern African Development Community’s (SADC) Maritime Security strategy. This move, aimed at bolstering regional stability and security, comes with a near billion rand price tag.

In an exercise of the powers vested in him by section 201(2)(C) of the Constitution, President Ramaphosa has informed the National Assembly and its Acting Speaker of this critical decision. The deployment, costing approximately R1 billion, reflects South Africa’s dedication to peace and security in the region, an investment in the stability of its neighbors, and the broader Southern African community.

A statement from the Presidency outlined the specifics of the deployment: “[The SANDF’s deployment] will help combat acts of terrorism and violent extremists affecting the northern areas of Mozambique under Operation VIKELA.” The operation in Mozambique is set to continue until the end of the current year, with costs projected at R984,368,057.

Beyond Mozambique, the South African military’s influence extends to the DRC, where 1,198 SANDF members will continue their contribution towards the United Nations Organisation Stabilisation Mission (MONUSCO). The commitment is significant, both in scope and financial implications, with an estimated R805,057,755 earmarked for the operation. This endeavour underscores South Africa’s ongoing commitment to peacekeeping efforts under the United Nations’ banner, reflecting its global citizenship and responsibility.

Additionally, the SANDF will bolster the SADC Maritime Security Strategy (SADC MSS) with the extended employment of 200 personnel. This deployment, essential in countering piracy and illegal maritime activities along the Southern African Indian Ocean coast, is budgeted at R35,325,852. The maritime strategy exemplifies the multifaceted approach South Africa is taking to ensure regional security, from land to sea.

As stipulated, “President Ramaphosa will communicate the report to the Chairperson of the National Council of Provinces,” ensuring transparency and accountability in this expansive military engagement.
